This position is located at the San Francisco VA Health Care System, in the Anatomic Pathology Service. The Supervisory Pathology Specialist is under the supervision of a Pathologist, manages the operations of the Surgical Pathology, Cytopathology and Autopsy services, integrating and educating residents, and representing these services in a variety of interactions with clinical and non-clinical staff. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your education and experience as described below: Education: Successful completion of a full 4-year course of study leading to a bachelor's degree (or higher) from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of a Health Science Specialist (Pathology Specialist). AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing gross examination and sectioning of all types of surgical pathology specimens including intra-operative evaluation; performing accessioning of surgical pathology specimens; performing autopsies after review of the medical record, and correlating the gross pathology with the patient's clinical presentation; ordering and interpreting special studies (e.g., cultures, histochemical and immunohistochemical stains, electron microscopy; preparing diagnostic reports; evaluating and implementing new equipment; ordering supplies; maintaining regulatory compliance related to a laboratory; educating others about various aspects of Anatomic Pathology; Develop Anatomic Pathology protocols; data collection and interpretation; direct and implement quality improvement initiatives; supervise team of laboratory staff; and interview new candidates for vacancies. The work involves regular and recurring exposures to irritating and volatile organic solutions, and potentially infectious material. Protective gear and special safety precautions are required. Serve as the laboratory safety officer and chemical hygiene officer, and ensure that agency policies and priorities are being followed. Use established performance standards and suggest changes as appropriate to evaluate work performance of the laboratory personnel. Resolve minor complaints from employees, approve leave, refer group grievances and more serious unresolved complaint to the section director or chief of service, affect minor disciplinary measures such as warnings and reprimands, and recommend action in more serious cases. Interview candidates for positions in the unit, recommend appointments, promotions, and reassignments of lab work; identify and provide for training needs, and find ways to improve efficiency or increase the quality of work within the area of authority. Play a central role in the education and training of residents in pathology, other medical specialties, regarding the practice of Surgical Pathology, Cytopathology and Autopsy. Instruction is provided at the bench and through discussions of relevant topics. All elements of gross examination and sectioning of all types of surgical pathology specimens. Requesting specialized tests including histochemical and immunohistochemical stains, flow cytometry, and genetic tests like mutation analysis and microsatellite analysis. Evaluating and implementing new equipment and ordering supplies. Staining and labeling of slides as needed. Photography of gross specimens and maintenance of a teaching collection of gross photographs. Investigation and resolution of problems related to Surgical Pathology. Responsible for maintaining regulatory compliance related to the anatomic pathology lab on a daily basis. Teach other health care workers including technicians, technologists, nurses, and administrative personnel, about various aspects of Anatomic Pathology. Anatomic Pathology protocol development. Under supervision of a Pathologist, develops or participates in the development of Anatomic Pathology protocols. Familiar with the requirements of accreditation agencies and works to ensure that Anatomic Pathology services are in compliance with same. Assists in the collection and interpretation of data for Anatomic Pathology QA programs, participates in the service QA committee, and Represents the Pathology and Laboratory Medicine service on VAMC committees and task forces, and contributes to the development of new programs, resolution of problems, and institution of new initiatives involving the service. Participates in the orientation and training of new employees in Anatomic Pathology. Collects data and creates graphic representations of the data for presentation and publication.
